Leggings

Katie has a bunch of new stretchy pants for school. Her teacher keeps telling me that they're leggings and not allowed at school. Why are all stretch pants suddenly "leggings?" Or were they always and I just didn't know about it? Such a bummer, now I have to buy her a bunch of skirts to wear over the pants so she's not in dress code =/
